Fidelir S.R.L. (Societatea cu Răspundere Limitată „Fidelir”), IDNO 1026023126883, Chișinău, Republic of Moldova, operates the Fidelir Trust Services programme at trust.fidelir.com.
2. Programme services
Under published programme policy, Fidelir Trust Services provides:
- Public key infrastructure — root CA, issuing CA, certificate publication, CRL and OCSP;
- Advanced electronic signature (AdES) subscriber certificates, as defined in the CP/CPS;
- RFC 3161 timestamp authority services;
- Public validation of European and cross-border electronic signatures (PAdES, XAdES, CAdES, ASiC), as defined in the Validation Policy.
3. Published material
All programme documents material to reliance are indexed at Policies, including CP/CPS, Validation Policy, trust repository URIs, and legal notices for this site. Material changes are versioned and published before reliance.
4. Legal recognition
Advanced electronic signatures do not automatically carry the same legal effect as qualified signatures or handwritten signatures in every context. Under Regulation (EU) No 910/2014 (eIDAS), recognition often depends on sector rules, national transposition, or agreements between the parties. Relying parties should confirm programme scope in the CP/CPS and Validation Policy before depending on certificates or validation output.
5. Effective date
Programme policy v1.0 (CP/CPS and Validation Policy) is effective from , unless a later version is published at the canonical URIs listed on Policies.
6. Supervisory notification
On , Fidelir S.R.L. submitted to the Service of Information and Security (SIS) of the Republic of Moldova a notification of intent (ref. 01.21.08.2026) to provide non-qualified advanced electronic signature trust services (semnături electronice avansate), with planned commencement on .
The signed notification (Romanian, PAdES) is published as Notification to SIS (PDF). Any substantive response from SIS will be published here when received.
